Robert A. Miller (Bob) served in a variety of positions in the US Air Force from base level personnel officer to major command headquarters staff officer.  He was also assigned to several specialized jobs such as traveling inspector for the Air Force Inspector General, supervisor of a drug screening and classified duty assessment unit at basic training and major command action officer in a command post.  

In a majority of these assignments, he was responsible for contingency planning and training people to implement the established plans. Bob’s last assignment was as the Deputy and Base Commander and Kelly AFB in San Antonio, Texas where he was responsible for airfield operations, security and emergency management functions.

Since retiring from the Air Force, Bob has been the city manager in six cities in Texas, general manager of a groundwater conservation district and  a consultant in public administration working with schools in Texas on emergency operations plans, training and concepts.  

As city manager he has been the primary city official who has trained, written and practiced the emergency operations plan for the city.  He has been involved with other cities and counties as an evaluator of exercises and reviewer of their plans.  In his city manager duties, he has had to manage several emergency incidents to include floods, hazardous material and aircraft accidents.   

In each city, Bob has been the airport manager as an additional duty and since Sept 2001 has been instrumental in getting the general aviation airports owned by the city he has served in an advanced security mode.  

He has also volunteered to serve his state in the Texas State Guard and has been the chief of staff as well as deputy chief of staff positions in operations and training, personnel, logistics, budget and information management.

With over 50 years in experience in Public Administration, Bob knows what makes organizations work.  As city manager and now a consultant, Bob has developed ways of doing business in an environment where security has become a driving imperative.  

Balancing the needs of government and individuals is always a difficult task.  Bob has successfully served clients in both sectors in a way that their needs have been served and a satisfactory resolution has been acheived.
